Running the given game/code (fresh from the zip) results in blurry textures, on the main menu and intro screens (the background/buttons/etc). Hovering over any of the sprites yields the texture as I'm thinking it's meant to be seen (clear and crisp). I've tried compiling it myself but it remains the same.
I was wondering if this is they way it's meant to be or is there something wrong with my computer?

My video card is an ATI Radeon X1950 Pro with the most recent drivers, in case that helps anything.

We haven't seen that problem either, which makes me think that it might be your video card.

It's cliche to say this, but it might be worth checking to see if all of your drivers are the most recent version.

Hmm, well, Ati just released new drivers yesterday . So, aside from that little oversight, yep everything is up to date.
It's only the bigger textures/images (menu backgrounds, level background) that look like this. Everything else (smaller sprites) are perfectly fine, so I'll just live with it and hope everything looks good when I submit

[edit] After playing with the filter options for the texture load w/o any change, I found forcing Mipmap detail options for my card gave me clear sprites.

I had the same issue. It's important to note that the problem is NOT in the code. The code is using the very default options for opening a texture and the filters
Code:

 D3DCOLOR_XRGB(2550255),    // the hot-pink color key

if you call it a filter has nothing to do with the blurriness
The problem comes from the driver's setting set using Catalyst Control Center (CCC).
To repair it stick to the default settings in 3D => Mipmap Detail Level (The default is Quality).
Click Okay and enjoy the full quality of the opened texture
